What is the meaning of workable soil?

Workable soil means the soil is no longer frozen or dripping wet.

If you take a handful of soil and squeeze it in a ball, it should easily fall apart and crumble when you tap it with your thumb or finger. If the soil is so wet it drips water, it is too early to dig in the garden.
